In response to the acceleration of globalization process and increasingly fierce competition in the international community, a government must transform its working mode to enhance the competitiveness of a country. On the other hand, people's awareness of public rights and the personalization and diversification of public demands pose higher requirements on governments' work. Under such circumstances emerges the Web 2.0 technology which soon spreads throughout the world. This technology has been applied by American President Obama into government administration in his efforts to build up a more transparent, open, democratic and cooperative government. Toshio Obi, director and professor of the E-government Research Center of Waseda University of Japan predicted that government 2.0 will lead the development trend of E-government in the next phase.The features of the Hunan Official Web Portal are coincident with those of the government official web portal using Web 2.0 technology. Government website is an authoritative platform for government services through the Internet, fully reflecting the achievements of E-government affairs. In comparison with the traditional administration pattern, government websites feature interactivity and powerful functions without time and space restrictions. Government official web portal 2.0 develops from the establishment of government websites.Therefore, the application of the concept of this technology has become an inevitable choice for the transformation of government administration. However, few researches have been conducted in this field. This paper tries to integrate the concept of this technology into the establishment of government websites. On the basis of the survey and analysis of the current social and economic situation and the successful experience of excellent government websites from home and abroad, the paper spots the problems existing in the provincial government websites and endeavors to create the mode of the provincial government official web portal 2.0. Difficulties of this research lie in that this technology is a brand new idea and few Chinese and foreign language reference materials cover this issue. In addition, this study has made a challenge on the traditional government administration concepts and pattern. The paper makes innovative studies in the role orientation and qualitative construction of administration system and resource organization concerning the new construction pattern of the provincial government official web portal based on government 2.0.
