| China's administrative system has been running through the process of China's reform and opening up and socialist modernization. China's administrative system reform is an important content of China's political system reform, and inevitable requirement of the objective law of superstructure adapting to economic foundation and developing socialist market economy and socialist democracy. As an important content of political reform, it is also a key factor of economic reform. It provides powerful and effective protection for promoting socialist modernization vigorously and achieving the historic task of wealthy and strong country. Therefore, in-depth study on issues, including the process, principles and paths of China's administrative reform, has a very important theoretical and practical significance to strengthen Marxist scientific beliefs, adhere to Marxist theory of innovation, grasp comprehensively the objective law of administrative reform and build socialism administrative system with Chinese characteristics.This paper includes the introduction and the body.In the introduction, the paper mainly describes the purpose, significance, academic research status, basic framework, main ideas, methods and innovative points, etc.The body consists of three parts.The first part is the exploration history of China's administrative system reform in the new period. This part is mainly guided with Marxist theory. It combs and analyzes the development process of China's administrative system reform, and summarizes up the core and development law of each period. It also comments on the practice and effect of administrative reform of different period.The second part is the objectives and principles of China's administrative system reform in the new period. This part focuses on the objectives and principles of China's administrative reform. Formulating objectives and principles of China's administrative reform should focus on the philosophy of the Party's "Power for the People" and "People First" of scientific outlook on development. Among them, the long-term objectives are to establish a relatively complete administrative system with Chinese characteristics in 2020. The immediate objectives are to accelerate the transformation of government functions, strengthen the process of building the legal system, administrate according to law and optimist administrative procedures. The basic principles are changing concepts and focusing on people, system balance and coordinated development, summing up experience and innovation, unified leadership and attention to local, maintaining stability and attention to implementation, and so on.The third part is the lines and paths of China's administrative system reform in the new period. This part seeks the main lines and paths to promote the pace of China's administrative reform in consistent with China's national conditions, as a guide of the idea of Marxism in China and in combination with analysis of the objectives and principles. Among them, the main lines are to uphold the principle of building a service-oriented government, speed up "most of the system" pace, straighten out the relationship between central and local governments, enhance quality of civil servants and strengthen legal supervision. The main paths are to transform government functions, improve the public service system, strengthen government work, set a target to go reform path step by step, expand the scope of reform by the pilot first, intensify reform, separate powers and decentralize reasonably, simplify administrative procedures, strict civil service access system, improve quality of civil servants, raise awareness of administration according to law, increase the scope of legal supervision and improve the system of the law supervision system.This paper uses the research methods with literature interpretation and review. The main innovation is reflected in some aspects. It studies from the perspective of Marxism in China, in order to understand the inevitability, complexity and value of China's administrative system. It studies from the perspective of system theory, in order to understand the correctness, guidance, forward-looking of the policy and lines. It studies from practical points of view, in order to understand scientific theory, system and innovation of China's administrative system.
