With the development of intemational environmental law and the establishment of the common responsible principles with differences, the pressure of energy-saving and emission-reducing upon the sovereign nations especially upon China is more and more severe, and the energy system of different nations is facing continual challenges. As a responsible nation, China commits not to give up her responsibilities, developing her low carbon economy and actively coping with the global environmental changes. This paper analyses the. differences between the present state of our nation's environment and energy system and the low carbon economy, drawing references from the advanced methods of other developed countries such as German, Japan and the United States, initially constructing the basic ideas of the systems of energy law conforming to China's actual conditions and taking into consideration the energy supervision, energy safety, energy commercialization and research and development of new energy, constructing perfect energy law system to adapt to the development of international environmental law resolving the new problems of China's international trade and at the same time making a response to the practical requirement of low carbon economy.
