Isomorphic Responsibility "mode In The Vertical Chinese Intergovernmental Research And Reflection

The vertical governments'relationship is not only an issue of public management,but also a major problem which needed to solve in the process of the administrative system reform in our country. In this article, we try to analyze the relationship of vertical governments from the identical responsibility perspective, summarize the specific content and performance of it, and explore the reasons and background of its formation. On this basis, we reflect on the significance and limitations of the identical responsibility mode, than use the theory of public administration organizations to judge the value of this mode. Finally, we try to find the main countermeasures and feasible ideas to break and resolve the identical responsibility between the vertical governments.To research the identical responsibility between the vertical governments, it is not only has a great theoretical significance, but also the need to adapt to the reality. The identical responsibility between the vertical governments has played a positive role. However, in a market economy environment, this management has become increasingly unsuited to the needs of the times, and even become a bottleneck to rationalize vertical relationship between governments. As the identical responsibility mode have various problems, it has been pressing to reform and break it. In the process of reforming this vertical relationship between governments, we should not only based on our own reality and combined with our national conditions, but also absorb and learn the successful experience of foreign reasonable reform. Only then can we take people long to make up our own weaknesses.
