On The Rational Use Of Digital Library System

Digital library relying on networks and digital resources is increasingly becoming an important part of modern information society. The changing modes of service from paper to digital documentation, which has gained young's warm welcome, is slowly filtering into people's minds. Digital Library represents the future direction of libraries, digital library construction has been an important indicator to evaluate the information level of a nationaion.Many developed countries have increased investment in this effort, China as the largest developing country, but also follow the trend, in 2010 the National Digital Library Construction and Services, issued a joint meeting of the "Digital Library Services Policy Guidelines" and "Digital Library Resources Guide". Besides, "Safety Management Guide Digital Library" and "Digital Library Resources and Services of Intellectual Property Protection Policy Guidelines" is also in preparation. Soon after, the local government has introduced policies to support digital libraries. For example,, 18 cities or counties of Hainan province have built a digital library by mid-December last year; Jiangxi officially launched University Digital Library Project to serve the province's 86 colleges and universities early this year.However, in our current copyright system, the development of digital library has many problems, especially the imperfections of the system led to many obstacle to the utilization of information resources, also affects the function of the digital library. Therefore, it is necessary to improve it and re-design.This article focuses on the basic connotation of utilizing digital library system first, then points out the importance of utilizing digital library system, then analyzes the domestic and international legislation on fair use of the digital library system in detail. Finally, how China should improve the legally rational use of digital library system will be discussed, for the purpose of effectively safeguarding the interests of copyright owners, better promoting the sharing of resources.
