Today's world, reduce government administrative costs, build an economical and efficient government is the reform trend of governments around the world. Since the reform and opening up, China's economic construction has made great achievements and the comprehensive national strength has been rising, but the government's administrative cost has also expanded. There are not only the reasonable factors, such as the size of government, the functions of the expansion, but also there are blind expansion, the lack of constraints, and even corrupt elements. Compared with other countries, high administrative costs of our government are an indisputable fact. Therefore, from our present situation of the cost of government administration, we actively learn from other countries'useful experience to reduce administrative costs and to explore the reasons for high administrative costs and find effective responses, they will have important practical significance.This paper is divided into four parts. In a more broad sense, it has been widely recognized. Then presented the significance of the topic.
