Contemporary international structure is different from the past. On the one hand, the contemporary international structure is still in flux, however, the United States still takes a leading part in international affairs; some other countries and regional organizations also play an important influence. This"U.S-leading"pattern brings complexity to the world structure. On the other hand, the content of the international structure has been changed after the Cold War: not only the military power but also the economic power as well plays an important role in measuring the international structure.Through the analysis of the general theories about the foreign policies of small states, and taking the contemporary international structure as the background, the thesis take Mongolia as an example, in order to analyze the causality in the change of international structure and the choice of Mongolia foreign policy; and as a small state, though Mongolia also have the right to choose its own foreign policy. Mongolia is a sovereign state, but it has been restricted both by the international structure and the location, thus its national policy and foreign policy choice has definitely a universal significance.
