But in the discussions of mainland's administrative divisions and local political structures, Inner Mongolia's political structure are rarely involved in. In the Inner Mongolia the considerations of Meng and city are concentrated at the historical level. The systematic research of Meng and City system in the Inner Mongolia on one hand can enrich the theory of regional political structure in China's ethnic autonomous regions, and to find a better concept of the political structure in ethnic areas. On the other hand we want to put forward some new proposals for the future development of regional political structures at the practical level in the Inner Mongolia regional economic integration and the continuous development of urbanization today.This article have four chapters, the chapter 1 and chapter 2 are focus on the treatise of Regional political system in Inner Mongolia before 1949. Mengqi system has established in Inner Mongolia since the start of Qing dynasty. The establishment and development of this political system combine with the traditional political culture in Inner Mongolia. Its maintain the Qing rule in Inner Mongolia. Between the late Qing dynasty and the found of PRC is the turbulent time of the political system in Inner Mongolia. Because of various reasons Mengqi system only have the traditional name. Central government began to introduce the new administrative region model in Mongolia to strengthen the rule of Mongolia. This has led the power game between mongolia forces and central government.Chapter 3 focus on the establishment of the Mengqi system and political structure of cities and counties after 1949. On one hand reform the old Mengqi system, and change it from local force controlled by feudal princes to local administrative divisions, and governmental structures. On the other hand with the modernization and urbanization of the Inner Mongolia, cities and counties system had been established. And the development of two systems is not only reflects the process of modernization and urbanization in Inner Mongolia but also reflects the continuation of the unique political culture in the region of Inner Mongolia.Chapter 4 focus on the reason, process and influence of the reformation of Meng and City in inner Mongolia. On this basis, this paper presents some new proposal to the reform of administrative region in Inner Mongolia. The reform of administrative region in Inner Mongolia can not be divorced from the development of nationalism and regional political context. But the existing dual political construction and the reform of Meng and City both have drawbacks. Therefore the next phase of the reform in Inner Mongolia must based on the unique national political culture and find the advantages of the existing political structure.
