Rural Elderly Vulnerable Groups On Ethical Concern

Building a harmonious socialist society is the current development goals of our soceity. Harmonious society is a society in which the various elements is coordinated and harmonious and the interests of all members of society including the vulnerable elderly groups in rural. With the progress and development of modern society as well as the problem of aging of population become more prominent, the international community increasingly focuses on the aging, elderly assistance and care of vulnerable groups has become an important landmark of the modern society's civilization and progress, At present, our society has entered a new stage of "the city with the rural" and promoting agriculture through industry. Only by balancing urban and rural development, eliminating urban-rural dual structure and meeting the material and spiritual needs of rural elderly vulnerable groups effectively can we build a fair, stable and harmonious society.July 3,2009, the National Lao Lingban release information, which said by the end of 2008, China's aging population has reached a total of 160 million, accounting for 12% of the total population. By 2020, the aging population will reach 248 million, nearly 100 million than now. By 2050, the aging population of our country will reach a peak total of 437 million, at that time, nearly one-third of our population is the elderly. Until the end of this century, the proportion of China's elderly population will always be maintained at the level of over 30%. In our older population, older age groups in rural areas occupy obvious advantages in the number. Compared with urban older age groups, this group is limited of income, bad in physical health and lack of proper medical protection and facing a more serious pension problems. Older age groups in rural areas which are recognized as "vulnerable groups" are already included in the study of sociology and economics, but when we look at the older age groups at the present stage of theoretical study and practical assistance, research priorities in favor of urban elderly, the studys on the rural elderly vulnerable groups are relatively less academic research. In addition, the current study of social assistance to vulnerable groups in rural areas remained at the policy level of material assistance, lacking of meeting the ethics and spiritual needs, so it is insufficient to achieve the desired rescue effect.Since the 90 20th century, China has initially established a minimum living standard security system, which targets to cover the vulnerable groups, and suit for our social and economic level, to protect the interests of vulnerable groups, which played a an important role in social stability. The 17th party Congress said that we should "accelerate the focus on improving people's livelihood and social construction," and called for the strengthening of work on aging, and develop aging cause, letting them share the economic and social development outcomes, the government work report of the State Council also made it clear that "attention to the development of Aging cause. " Now the major concern of our social is the material needs of the elderly population, but neglect of the importance of psychological assistance and spiritual relief to older groups. With a large number of outflow of young adults in rural areas, the old is facing the problem of far away from the care of children, loneliness and other spiritual and psychological difficulties. Therefore, the ethics aid for older rural disadvantaged groups should be gradually put on the agenda, we should gradually strengthen the ethical and spiritual care assistance from government and society, guiding and calling on all members'emphasis on rural elderly vulnerable state of mind and help them solve problems in life and psychological aspects, and foster their own ability to elevate and comprehensive development. In short, perfecting material relief aid on the basis of ethical concerns is the fundamental way to solve this problem.In this paper, literature method, comparative study, investigation and analysis and other research methods is used to gather information and arguments. Innovations of this article is that by looking at the survival status and the difficulties that the vulnerable elderly groups face in rural, regard three main ethical concern that the Government, communities and families should bear the rescue function as the starting point, focusing on the path of ethical concern of rural elderly vulnerable groups. Through exploring the principle of the moral care should follow, on the basis of thinking of the reality and reason of lake of rural elderly care for vulnerable groups, and put forward ethical countermeasures and suggestions. At present, our country is in a critical phase of economic reform, the establishment of old-age social security system to meet the material and spiritual needs of older persons in order to achieve security for the elderly, is not only the performance of social progress, but also the way to build a harmonious society and realize the necessary requirement for social stability and development. Through this discussion and research, we hope that it can make for our solution to the problem of rural old groups to the modest.
