The national vocal music art has about five thousand history with the development of Chinese national culture. The national vocal music art is continuously developing and altering over this long history. It left deep history brand at various times. It has been a multivariate and intersecting phase yet. In this multivariate era, various music styles exist at the same time. Traditional folk song and modern creative folk song are not only interacting with each other, but also develop respectively. Various new-music is continuously appearing. The new folk song which represents new wave is something unique and sought-after. This form of song married the national style and popular, stylish element; it embodies more of the modern, fashion, stylish, popular element than the tradition and is full of modern esthetic disposition. It met people's esthetic psychology and demand, and it has made great progress in the new times. We can also say that it is a new phenomenon of national music art domain in present stage. This paper does research in the construction of Pluralism Chinese national vocal music from the development of new folk song. The research sums up via analysis: the new folk song is a bound product of people's esthetic idea change after the economics'development and growth in the living standard. The new folk song has been a trend, either in China or in the world. It has vast potential for future development. The development of new folk song promotes the real and higher Pluralism of Chinese national vocal music construction. We should erect an objective and right point for the new folk song in new times. It is the product of times and the result of out national music's development with the times. And it is an innovation of New Times music domain, which should be greatly encouraged.
