Democracy and the rule of law, the two dazzling pearls on the human historical stage adding beauty to each other, of Athens are the highly developed state morphology of the ancient society.Athens' rule-of-law society had experienced a process of forming and developing. From Draco to Solon, and from Cleisthenes to Pericles, the comparatively well-developed phase came due to reformers' efforts of several generations, and showed distinct characteristics: the first is the supreme authority of the law; the second is that everybody is equal before the law; the third is principle of judicial independence; the fourth is strict supervision principle; and the last is that citizens have consciousness of legal system and the principle of rule of law.Formation and development of Athens' society of rule of law bears not only geographical and economic factors, but also political and ideological basis. In addition, it is also affected by people's promotion and the individual histories of reformers.The rule-of-law society of Athens plays an important role in human history. It not only has a positive impact on Athens' history but also has a far-reaching impact on future generations, which could be shown in nomology and institutional level.Athens' rule-of-law is not only a pattern of institutionalization or social organization, but also a rational genius and cultural consciousness. Athens' rule-of-law is different from the modern society, it is just a toddled child and it is a immature rudiment. But for all that, it is nearly include all characters of rule of law thought in following western world. Athens is a forthgoer of world rule-of-law thought and practice. The experiences and lessons of Athens' rule-of-law set out a special contribution in human civilization.
