The cultural policy is an important component in the country's development policy. Based on the needs of the times and social development Since the Han and Tang Dynasties , the rulers of the Northern Song learned the fall of the former empire. Rulers of the Northern Song Dynasty developed a more systematic policy on culture gradually. Form further repaired history of the adoption agencies; education and management of institutions; religious institution and established and improved the cultural management system. All these provided the conditions for the implementation of cultural policies. The Northern Song rulers re-established the dominance of Confucianism and restored to the basic national policy of governing the country. The rulers of the Northern Song established education policy, which mainly including the importance of Confucian education; appointment of famous teachers to teach; the development of specialist education; the implementation of schooling reforms; family education advocacy. The rulers of the Northern Song also developed a reasonable religious policy, who allowed the proper development of various religious and fully to use religious functions in order to service to their own rule. On the other hand, the ruler limited them in certain range to easily control and manage them. The policy of the culture exchanges in the Northern Song Dynasty which focused on strengthening the culture exchange with the minorities for strengthening the influence of Han culture. They also attached great importance to the cultural exchanges with the surrounding countries and regions for promoting cultural implications, literature and art as well as the exchange of system. The cultural policies in the Northern Song Dynasty which aimed at safeguarding the fundamental political interests of the ruling class, which advocating of Confucianism and Culture as a guide, compatible with Confucianism, Buddhism and Taoism with open-minded and authoritarian duality. The positive and enlightened cultural policy of the Northern Song created a stable political situation and promoted academic and cultural prosperity. It also had a profound impact on the following generations.
