Guo Songtao is a quite influential thinker in modemChina. Facing the westem aggression and the deterioration of china after the Opium War, he put forwarded the thought of "regarding morality and custom as the basis of building a country"which took transformed the social morals as the foundation, for rescued the difficult position of the internal disorder and foreign invasions, and it becomes an important character of his ideologyan.After Opium War, the late Qing Dynasty appeared serious moral crisis. As a traditional intelligent, Guo Songtao was influenced deeply by Chinese tradition Confucianist thought, and as a produces of HuXiang Culture, he also had the spirit of practical principle. So he had criticism on the backward "morality and custom"of china. In this process, he proposed own ideal "morality and custom". And he not only proposed a series of positions, but also put it to the practice.The thought of "regarding morality and custom as the basis of building a country" have bright moralistic, modem and practical features. Guo Songtao not only inherited the thought of "screwing up public trend" by the enlightenment ideologist during the reign of Daoguang and Xianfeng of the Qing Dynasty, but also promoted the shaping of New National Theory and national transformation thought. However, it is not the truly modem thought, and only can play a transition function in traditional morals to modem morals.
