The modern Romania's diplomatic characteristic is mainly demonstrated through its foreign policy. In cold war situation, America was striving for hegemony with Soviet Union and the ideology was getting diametrically opposed to each other. Being in this crevice, Romania pursued its best position arduously between the two great nations. On one hand, Romania tried hard to get rid of Soviet Union's control, dared to break through the fetters of ideology, relaxed the relations with America actively and attached importance to the development of economic interests. On the other hand, Romania was also a firm socialistic fortress. It defended firmly the basic socialistic principles and opposed firmly to American hegemony. Therefore, Romania's foreign policy is noticeable in international relations of cold war divided by the ideology.From the perspective of Romania-America relations' evolution, based on the view of materialistic history, using theories of history and the science of international relations, this article is preliminary to the research and analysis on features of Romania's foreign policy. This article is mainly divided into two parts:In the first part, it reviewed in detail the process of evolution about the Romania-America relations during the whole cold war, and analyzed the reasons of evolution. The evolution of Romania-America relations was changing followed by the variation of the international situation and these two countries' own benefits. In the tension of international situation, it was the ideological opposition between two big camps that was the mainstream of international relations. Therefore confrontation was always the subject between two states. In the relaxation of international situation, the ideological contest may yield temporarily to the national interests, especially to the economic interests. At this time, Romania mitigated actively the ideological differences and the relations with America, companioning "the honeymoon time" in the bilateral relationship. Based on the preceding statements, the second part of this article summarized a series of characteristics displayed by Romania's foreign policy, and analyzed their historical and realistic reasons. Firstly, diplomatic independence. To maintain state interests and pursue the independent developing were the starting point and destination of Romania's foreign policy. Secondly, diplomatic initiative. Romania participated actively in international affairs and had made its own contribution for world peace and development. Thirdly, diplomatic balance and flexibility. Romania tried hard to keep balance among great nations and seek its biggest benefit. Fourthly, diplomatic pragmatism. Romania paid more attention to national interests and mitigated the ideology relatively. Theses characteristics were prominent in the Romania-America relations.
