Northeast region, owing to its unique geographical position has always been spied by foreign aggressors. Thus the stability of the northeast region is related with sovereignty and territorial integrity of the country. And in 1860 after the signing of the "Sino-Russian Treaty of Beijing", the vast territory of Heilongjiang and Wusuli River east is occupied by Russia, which break the stability of the border situation. Recover its causes, on the one hand, Russia is due to the continuous increase in the strength of its aggressive ambitions. The other hand is the region is lagging behind the other regions. And the cause of the backwardness of the region is multi-faceted. This paper's purpose is from the system of contributing marten and rewarding property which is government's policy of tax revenue in this region to get the cause . This article details the system, a preliminary study of this system. Its hope to get a glimpse of government's gain and loss from the Qing Dynasty's policy in the region .The system of contributing marten and rewarding property is a special policy of tax revenue ,which is practiced by Ch' ing Dynasty for some nationalities that live around the northeast of China .It combines paying tribute and rewarding property .Ch'ing Dynasty wants to achievethe goal of consoling people living in distant place and keeping firm of border by carrying out this preferential policy .Its function is positive at the beginning .But it can't change with changing of the current political situation ,so this area is invaded and occupied at last .Regarding history as a mirror ,we can know taking which kind of ruling policy in some area is very important .This paper specificly expounds the sysrem of contributing marten and rewarding property .It contains the taking shape of this system , the linked rules about paying tribute and the rewarding property from Ch'ing Dynasty .This paper also initially makes an inquiry into the effect of this system for northeast area from different angles of political,economy and culture.
