When China was transforming from traditional society to modern society, the liberated areas led by Chinese Communist Party were faced with a historical task as how to deal with the influence of hui-dao-men—to give full play to the their possible positive effects in politics while gradually eliminating this organization and its negative effects in social development.The regimes of the liberated areas made use of the positive effects of hui-dao-men and gradually eliminated the outdated organization with flexible implementation of effective policy and complete system. In terms of policy, on the establishment phase of the anti-Japanese liberated areas, CCP mainly tried to unify with hui-dao-men in their efforts to resist the Japanese army. They support them to resist Japanese army militarily and allied with them in the name of resisting Japanese army and absorbed them as the armed forces under CCP leadership. The party only took military actions against rampant anti-CCP hui-dao-men in unavoidable situations.While consolidating and developing the liberated areas, the CCP continued their policy of striving for the support of hui-dao-men, but treated them differently according to their attitudes. They disintegrated hui-dao-men within the Liberated areas; attempted to destroy such hui-dao-men that were utilized by Kuomintang die-hards and Japanese and attacked the liberated areas. CCP emphasized that striving for the hui-dao-men must be integrated with the construction work of the Liberated areas. In terms of system, CCP limited the development of hui-dao-men and gradually destroyed it by investigating the organization, making relevant laws and completing the security system.In terms of operation, the regime of the liberated areas took advantage of the change of social contradictions, the strength between the enemy and our party and the situation of hui-dao-men, choosing proper people, time, stage and methods to change and integrate the organization. The party had done a good job in its policy and strategy towards hui-dao-men, which effectively motivated people into fighting against the Japanese army, promoted the construction and consolidation of the liberated areas and accelerated the development of military strength in the liberated areas. All of these contributed a lot to the development of the liberated areas and the victory of Anti-Japanese war.The regimes of the liberated areas regime basically eliminated hui-dao-men, the cause of which lied in its fundamental reconstruction of the social structure. The regime, by transferring the power to the village which gave birth to the public groups, made the mass under the leadership of the Party and government.
