Sino-Japanese War period, the Japanese invader on the basis of the policy of " Using Chinese to Subdue Chinese ", "lives off the government", props up all levels of puppet regimes in its occupied area, and established set of integrity to colonize the control network. This article take the district Dingxian of Hebei province. Japanese and Puppet regime as the research object, tries to make a discussion to the Chinese enemy-occupied area Japanese and Puppet basic unit of political power colonial rule.It is divided into four parts.The first part mainly summarizes the pro-Japanese regime in Ding County. It experiences three phases: pro-Japanese vigilante corps, pro-Japanese county office, and pro-Japanese county government. Each phase has different responsibility and institutions.The second part elaborates the rule system of pro-Japanese regime in Ding County. It established the closed linked administrative system, complete wholescale police work system and strict culture-rule institution.The third part revolves the rule methods of pro-Japanese regime in Ding County. They controlled and plundered the peoples in Ding County through three methods: high-handed policy in military affairs, economic plunder, and enslavement education.The last part analyzes the rule characteristics of pro-Japanese regime. "Using Chinese to Subdue Chinese" and "Sustaining War by Means of War" are two important policies for Japanese imperialism invading China as well as its characteristics, which are illustrated from four aspects.
