The legal thoughts of Emperor Taizong of Tang Dynasty (ETTD) play a important role in Chinese legal history. Zhenguan legal system had taken effect into the politic stability and economical development in the early Tang Dynasty. The statutes of Tang, which reflects chiefly the legal thoughts of ETTD, had taken effect into world legal history. This paper probes into the legal thoughts of ETTD and Zhenguan legal system, which has practical significance towards rule country by law in our county today.The paper is divided into five parts.Part 1 is introduction about the legal thoughts of ETTD that he sum up the experience of Sui Dynasty's down fall. The thoughts include the guide line of rich masses first, then make country stability; the thoughts of rule by law, integrate law and morality; the thoughts of lenient and concise in make law; the thoughts of execute the law strictly; the thoughts of all monarch and his subjects observe the law to solicit opinions from other source.Part 2 contains subject matter about the Zhenguan legal system, to analysis ETTD's conducts which in order to administer the country well, include amplifying the judicial organs, respecting judicial powers, advocating all monarch and his subjects abide by laws, taking a series of judicial measures to ensure implement the law. All of these open the new page of abide by law in Zhenguan era.Part 3 discusses the place in history of the legal thoughts of ETTD and Zhenguan legal system. The legal thoughts of ETTD, which marked the mature of Chmese feudal law, improves the development of economy and takes effect into other countries around China.Part 4 discusses the essence of class and historical source of the legal thoughts of ETTD and Zhenguan legal system.At last, the paper draws a conclusion that the thoughts of ETTD and Zhenguan legal system are valuable legacies of our culture. We ought to critically assimilate this heritage, which provides historical experience for the building of our socialist democracy and law.
