In Hong Kong history, the period of Sir Maclehose governing Hong Kong is a times. The politics institution reform in this times refered to changes in old governig, administrating, balancing system. In history of Hong Kong politics, it had extensive meaning relating the past with the post. On the one hand, it was a herritage of the past governor's reform thoughts and plans. On the other hand, it made a base for the next governors reform in Hong Kong. Society is changing and progressing increasingly. It does not only reflect a certain facet of the society, but also is a result caused by different sectors interacting. Rich finance revenue gave a material base to the reform, the change in society structure and political psychology stimulated the reform, policies of China and Britain government, the relation of two countries restrained steps of this reform. In order to satisfy the demand of government responsibility change, Hong Kong government adjusted administrative system and supervision system, changed the old consultant system, desalted the colony government colour. In a certain period, it did the stability and prosperity of Hong Kong a favor. However, the inner character of colonial government determined the reform was to keep the benefit of Britain government. The progress of election system and civil servant localizing cannot make the governing base move. The reform is relative to Hong Kong prosperity and prospect.
