During the early days of the establishment of New China, drugs were so rampant that they endangered consolidation of the newborn people's political power and disordered people's life. To clear away the drugs left by the old society, the government launched a large-scale campaign of ban on drugs, which eliminated the drugs thoroughly and made China become the only country that had eradicated drugs in the world. Sichuan region was the typical area where drugs widely spread for about one hundred years, and the typical example that drugs were eradicated successfully.This dissertation studies the campaign of ban on drugs during the early days of the establishment of New China (1950-1952) in Sichuan region, and consists of four parts.Part 1 is about the historical background of the campaign of ban on drugs in Sichuan region. In this part, the author intends to state the basic conditions of the flooding drugs and the consequent harm in Sichuan region on the eve of liberation, and analyses the national and international backgrounds of the campaign, ——particularly the special historical conditions, which have a great influence on the campaign (including the positive and negative factors). Part 2, the main part of the thesis, is the first battle of the campaign (1950-1951). In this part, the author demonstrates the decrees and measures about ban on drugs in this period and the enforcement effects, focuses on the struggle tactics of "planting opium, manufacturing and trafficking drugs, and taking drugs are forbidden, ——especially trafficking drugs", and of "carrying out the policy of ban on drugs in minority nationality areas gradually and cautiously", and makes attempts to research the control of narcotics.Part 3 is the final battle of the campaign (January-December, 1952). In this part, the author first introduces the historical condition of launching the final battle, then analyses the decrees and measures about ban on drugs in this period and the basic enforcement process, and finally states the measures that consolidate the victory, that is, strict ban on taking drugs, thorough prohibition of planting opium and eradication of the drugs stored illegally.Part 4 is about the experience of winning the drugs campaign. In this part, the author summarizes four pieces of fundamental experience, namely, strict implementation of laws, solid material condition, solid foundation of the masses and stable environment of society.
