Global Perspective, Five Times The Period Of Strategic Opportunities And On The Sino-japanese

Since the 15th century, there have been five strategic opportunity periods during the development of the whole world. Japan rose in the third strategic opportunity period; while China missed the fourth one. Confronting with the fifth strategic opportunity period, people are greatly concerning how Japan and China will act. By analyzing those previous strategic opportunity periods vertically and comparing China's and Japan's countermeasures as well as their developments laterally, the author intends to do a systematic study, expecting to offer some tentative understanding on the countermeasures of these two countries.Firstly, delimitation and explanation on strategic opportunity period's concept and staging are given. The strategic opportunity period refers to the period in which the objective opportunity can interact prosperously with the overall high-aimed national strategy. From the global perspective, there have been five strategic opportunity periods since the 15th century, i.e.:the period of great discoveries of geography, the period of the first science and technology revolution (from 1760s to the middle of 19th century), the period of the second science and technology revolution (from 1870s to the beginning of 20th century), the period of post-world-warâ…¡(from the end of the world-war II to the beginning of 1970s) and the current new strategic opportunity period. As for the staging, the author agrees with the most comprehensive five-period statement.Secondly, comparisons between Japan's and China's countermeasures and developments during the first three strategic opportunity periods are provided. To be honest, facing with the first two strategic opportunity periods, both the countermeasures and developing situation of China and Japan are similar, they all experience the process from door-closing to country-opening. With regard to the third strategic opportunity period, both China and Japan raised the modernization movement of prospering country and strengthening military force. But the consequences are different, which results in the two countries'different destinies.Thirdly, the author compares China with Japan in the fourth strategic opportunity period. In this period, with American help and self-effort, Japan created the startling "Japan Miracle". On the contrary, because of the civil war and self-close, China struggled on its developing way.Fourthly, the author lays special stress on analyzing the opportunity and challenge that the new strategic opportunity period brings. And the author insists on coping with the challenge by taking the way of "peaceful rise". At the same time, Japan encounters many problems in its economy and politics. With the support of enormous technological potential and substantial economical basis, Japan is developing towards its long-dreamed aim to be a great power of politics and military. Based on the different results of China's and Japan's countermeasures facing the five strategic opportunity periods, we get a conclusion that only we seize the opportunity, can we win the initiative; we should be good at finding and seizing the strategic opportunity periods, as well as making practical countermeasures and policies; also we need to persist in reforming and opening-up to enterprise and surpass in the tide of chasing the world development.
