Also, the recruitment and orgnazation of Quan-fu was improved steadily. Howerer, in order to cut the expenditure,the government cut the number of Quan-fu and the spring water management was affected and the source spring water was threatened. The exploration of spring water boosted the agriculture around the Huitong Canal. And the recruitment of Quan-fu meant a heavy burden to the people.
