Yuan Dynasty unified the country and build its capital in Dadu( today's Beijing ). Huitong Canal is dug in order to transport local specialties and tallages to Dadu. The river cut and shorten the BeiJing-Hangzhou Canal. Since Huitong was dug, it had suffered from the shortage of source water. The following Qing and Ming dynasties borrow the spring water form the mountain regin in the middle of the state Lu and set spring water officials and Quan-fu to administer and maintain the flow of the spring water and Canal, among which spring officials protect the spring water and Quan-fu's duty is to dredge the canal and plant willows on both sides of the canal in order to save the water. Therefore the number of the source springs was increasing steadily and the seting of sping water officals was improved. the first makeshifts became the specialfied officers. Also, the recruitment and orgnazation of Quan-fu was improved steadily. Howerer, in order to cut the expenditure,the government cut the number of Quan-fu and the spring water management was affected and the source spring water was threatened. The exploration of spring water boosted the agriculture around the Huitong Canal. And the recruitment of Quan-fu meant a heavy burden to the people.
