National endowment for the Arts is the biggest single funder for arts in United States, with its subtle potion in the highly diversified funding system. By focusing on the Culture War surrounding NEA from 1989-1998, the thesis takes a close look on the various lying arguments of participants in the practical politics and manages to provide insight on the following questions:should the government fund art and which kind.The thesis mainly uses textual analysis with theoretical tools of policy science, While building up an interest-based framework, it should help to offer a brief description as well as explanation on policy making process and results. Through discourse analysis, it offers a clear view of basic concepts that accomplishes the defense on government art funding; By tracking the tactic transformation during practice, it demonstrates American expertise on systematical design in terms of art policy,The thesis comes to the conclusion that under current circumstances, U.S. federal art funding is not supported by the constitution, but its defense holds practical effectiveness in interest-driven legislative process. Meanwhile, only by supporting non-controversial art could assure the political safety of NEA.
