China started the experimental new rural cooperative medical care system (NRCMS) from 2003. The main objective of NRCMS is building the health care system which covers all rural residents in China. However, there are still some problems in the system which will damage the achievement of the NRCMS. The problems include the moral hazard, adverse selection, financial tension and unrealizable consumer demand.The thesis is an application of the key theory of Institutional Economics and Information Economics for the analysis on the practice of commercial insurance participating in NRCMS. Firstly, the thesis discusses the institutional transformation and institutional environment of NRCMS under the frame of Institutional Economics theory. Secondly, in order to solve the problems mentioned above, it evaluates the effect on the practice of commercial insurance participating in NRCMS and develops an improved model for the practice. Finally, it tries to give some advises in the promotion to the practice of commercial insurance participating in NRCMS.
