Beijing Rabies Control Model

Background: The prevalence of rabies is rather high in China, it has been one of the major public health disease which threat the public health with the increasing ratio of its prevalence. Comparing with other areas in China, there was relative lower prevalence rate of rabies in Beijing, a record of 11 years of none prevalence of rabies in Beijing from 1994 to 2004. A set of featured preventive system and control model has been generally formed during these years of successful control of this dangerous disease. However, there has been a new tendency of increasing in the prevalence of rabies in recent years because the raising numbers of dogs in vicinity areas. there has also been an increase numbers in the prevalence of rabies and the attacks of dogs to people. The high exposure rate of people to the serious dogs is also increased the dangerous to suffer from this disease. So the present situation is generally becoming serious, and the old model of rabies control model, and there is great need for adjusting the present system to make it more effective in the prevention of rabies.Objectives: To summarize the present advantage and disadvantage of the features of control system in Beijing by investigating the real situations in Beijing. To make an objective evaluation of present reactive ability of public service so that a set of sound control and prevention system could not only serve the area in Beijing but also the other area of China.Contents: The data of rabies prevalence rate and injury situations were collected and analyses, at the same time, the preventive measures and working system in the districts of Beijing were also collected. the second step was the collection of source of preventive clinics and service situation, the understanding and basic knowledge among residents, the reactive ability of local government were also investigate to draw a final conclusion of the real situation in Beijing.Methods: The interview of staffs in police, agriculture and health departments in Dongcheng district and Shunyi district by investigating the files from 1973 to present,at the same time, 400 dog raising residents were also investigated by inquires in the districts that mention above. social logical analysis were made to make an systemic observation; The EpiData3.02 software were applied to record quantities' data, the SPSS12.0 were applied to deal with statistic analysis, multi-factor Logistic regression were applied to analysis the relation among many factors in this study.Results:The prevalence and mortality rate were kept under 0.2/1000,000, however, the injury rate kept increased in recent years, by the end of 2006,It reached to 1252.03/1000,000,dog raising rate were kept increased at the rate of 20%,about half of dogs were not registered to the administrated agencies. This in turn means that the prevalence of rabies was very serious in the district of Beijing; the investigation also showed that very agency in the prevention of rabies kept very good cooperation which in turn formed a close and scientific network to prevent the spread of rabies in Beijing , However, such sophisticated network also brought some problems in practical work,such as the needs to strengthen the inspection of animal disease examination and verify some issues that were connected with animal raising; the software of immune prevention clinics for rabies in Beijing were kept in qualified and staffs were well trained and having good experience in dealing with such issues, which provided strongly support of their prevention in rabies; the residents in Beijing has generally good understanding in the prevention of rabies, however many factors such as educational background, age, the income of a family, registration fees still made a negative influence on the application of service to the general residents in Beijing.Suggestion strategy are listed below:1. Keep consolidate the sophisticate preventive system to make a sustainable developing model;2. Keep apply the measures of strengthen preventive methods to increase the immunization;3. Increase foundations which are able to benefit related services in prevention of rabies;4. Keep vivificating some issues in regulation administrated by Beijing municipal government;5. Make further education and advertisement ,promote the open policy to make the idea ofrabies more familiar among general people.
