"See the doctor with high expense and great difficulty" has becoming a heated topic in our society, with an argument on whether the health reform in China was oriented by government or market. In fact, there is nor a single choice between government and market. This essay challenged the tradition that primary care can only be provided by government. A model of multi-provider for primary care was suggested, which would promote the study on health reform, and help solve the problem of seeing the doctors.There were four parts in this essay. Chapter One had a brief introduction on the research background, studies in and out of China, research approach etc. Relative concepts about primary care, as well as the necessity and possibility of its multi-provider was discussed in Chapter Two. Confronting the reality that government was a monopolized provider for primary care, Chapter Three analyzed its following defects, such as deficient investment, weak supervision system, unmature market mechanism, faint NPO, and missing public voice etc, which led to over-marketization, low quality and efficiency, small accessibility and inequity in return. An advice for building a model of multi-provider for primary care was given in Chapter Four, which implied that on the premise of government as a leading provider, government, market, NPO and citizens could meet the needs of primary care supply. Correspondingly, a multi-provision system for primary care, including government's compulsory mechanism, market's competitive mechanism, NPO's voluntary mechanism, and citizens' independent mechanism, was formulated to achieve the goal that "primary care enjoyed by everybody".Several research approaches such as document analysis, comparative analysis, and comprehensive analysis were used, with relative information and statistics collection. Of course, it was far from enough that we need deeper researches. Partly because some problems were not solved in a perfect way with author's poor academic knowledge. Partly because the model was an ideal, which would be hard to apply to reality.
