The implement of New Rural Cooperative Medical System promotes the development of the sanitary career, gradually changes peasants' medical habits, and lessens the economic pressure on patients' family. And so some extent, it also eases the phenomena of "poverty caused by illness and poverty-stricken for illness". But generally speaking, there still exist many obstacles and plight for the enforcement of New Rural Cooperative Medical System. The designing of the system itself especially has serious drawbacks. How to design and develop a more reasonable and effective system is important and of great significance for the further exploration of the system. New Rural Cooperative Medical Reimbursement Model refers to the principles, methods and scope of new rural cooperative medical system. In theory, Reimbursement Model can be classified into risk-oriented and risk-welfare oriented two types. In practice, risk Reimbursement Model can be subdivided into reimbursement for serious diseases and reimbursement for hospitalizing and outpatient family account two types.There are two practical contradictories in the model choice of New Rural Cooperative Medical System. Because of limited capital, there are two choices in Reimbursement Model: firstly, to maximally lessen the medical burden of those peasants with serious diseases through reimbursing serious diseases, decreasing the obstacles of their utilization of medical service; secondly, to reimburse both serious and minor diseases ,i.e. based on the reimbursing serious diseases, to widen the beneficial scope to attract peasants to join the New Rural Cooperative Medical System through reimbursing clinical service and creating family account. In order to widen the beneficial scope, it is inevitable to cut down the investment in reimbursing serious diseases, which will weaken the risk-guarding effect of cooperative medical system to help those patients with serious diseases and their family to join the cooperative medical system. As a result, it will deviate from the target of decreasing the phenomena of poverty caused by illness and poverty-stricken for illness" if only the serious diseases are reimbursed, it will not be beneficial to most joiners for the low rate of serious diseases catching, which will affect peasants' enthusiasm.Risk welfare-oriented model is more suitable to peasants' choosing will, and to peasants' psychology and features to great extent. It is also the bigger model and ideal target of New Rural Cooperative Medical insurance. However, under present phase with low overall project level, to choose welfare-oriented model will threaten the capital safety of New Rural Cooperative Medical System, in result, both serious and minor diseases cannot be insured. In turn, seriously scarce rural sanitary source will be wasted, it will pose threat to New Rural Cooperative Medical System itself. Based on analysis and comparison of several specific reimbursing models in practice, the author of the thesis summarizes the lessons from the test of New Rural Cooperative Medical System on some places, and comprehensively utilizes the theories on welfare economics and insurance and points out among the present New Rural Cooperative Medical Models which one is the best to be applied to rural areas and to realize the target of new rural cooperative medical treatment which one would be employed. The thesis made the conclusion that New Rural Cooperative Medical System should guard against the risk of peasants' diseases with different emphasis under different phases. Present reimbursing model should take risk model to provide safeguard for peasants' serious diseases risk. Finally, in terms of some problems in reimbursing model for serious diseases discovered in practice, the author proposes corresponding improvements and revisions.
