Internal Control Theory Applications In Xx Hospital Design

21^st century, the environment on which our domestic hospitals depend is changing pointedly. Framework-reform of healthy proposition makes hospital of all levels facing the increasingly vigorous market competition. Restricted with capital, technique, scale, human resource, etc. small grass-roots hospitals expose increasingly the problem of poor primary management, especially the serious weakness of internal control. Research how to apply the theory of internal control to small grass-roots hospital's management, will be meaningful to solve the problem of existence and development to which the small grass-roots hospital faced at the new situations, also be meaningful to insure the execution of laws concerned and the achievement of government task, It'll guarantee the sufferer's legal rights either.In the paper, author has discovered a way to reconstruct internal control mechanism, which is suited for domestic small grass-roots hospitals by analyzing XX hospital's internal control mechanism and by designing XX hospital's scheme of reconstruct internal control system. Its primary viewpoint is, under the market economy term, the grass-roots hospital should reform property rights and the old management mode, found modern hospital system include clear property rights, definite right and duty, separate politics and proposition, scientific management, found corporation-govern system, found perfectly internal control system begin with reinforcing primary management and perfect control environment, thus to promote the grass-roots hospital to become gradually the market corpus which manage independently ,ego-development and ego-control.Based on internal control theories, author analysed XX hospital's internal control system include control environment, risk assessment, control activities, information and communication, and supervision. Depend on analyzing, problems and the reason for it were found out. According to this, reconstruction scheme of XX hospital's internal control system has been drawn up, then the hospital's new internal control system has been established based on internal control theories and management theories. Finally, writer evaluated the effect of executing this scheme through qualitative method.
