Human resources are most important production factor for any organization. It can bring organization sustainable competitive strength. The pilot quantity and structure can not keep in touch with development of civil aviation industry. The shortage of pilots has hindered development of airlines. The pilot human resources are rare nowadays and some airlines poach pilots each other, which has aggravated the conflict between civil aviation airlines. It is a key problem how to make pilot reasonable turnover. Pilot reasonable turnover can protect rights of not only pilots but also airlines, and make civil aviation industry sustainable and harmony development. A key reason to hinder pilot turnover is that there is no a compensation criterion. In order to keep pilot reasonable turnover, we need establish a compensation criterion which can be accepted by airlines and pilots.This paper analyzes pilot position, career condition and training model of pilots and draw a conclusion that pilots is a special group. Then I analyze current situation and difficulties of pilot turnover and conclude that there is no compensation standard for pilot turnover. Lastly I establish evaluation model of pilot's value and the model is based on regulation and depends on the replacement cost of pilot. I give details to use the model to solve pilot's turnover.This paper's research methods are survey method, combination quantitative analysis and qualitative analysis, combination induction and deduction and so on. I collect relative cases to analyze critical reason that hindered turnover of pilots. I build math model to explain the trend of pilot turnover and calculate details cost of pilot training. This paper submits an effective way to solve pilot's turnover.
