Has been municipality directly under the central government 12 years ago, the ratios of added-value of tertiary industry to GDP of Chongqing arrived at 37.7% to 41% from 1997 to 2008.The ratios of tertiary industry to entire employment proportion arrived at 24.05% to 34.03% from 1997 to 2008.The GDP produced by average worker of tertiary industry arrived at 3100 yuan one person to 7700 yuan one person from 1997 to 2008. So the tertiary industry of Chongqing has made great development. But compared with developed regions and developed countries, the level of the tertiary industry in scale, structure and quality is lower, which caused by the unreasonable internal structure, in other words, the unreasonable choice of important industries of internal tertiary industry.In fact, the laws of development of tertiary industry indicate that there are various important industry department according to the special economic development stage and its role and contribution will not be the same, The important industries will promote the development of tertiary industry for each specific stage, so the transitions laws of internal structure of tertiary industry were decided by the transformation laws of important industry department, the optimization problem of industrial structure is essentially a problem that which key industries should be chosen. So the reality question is:which form of tertiary industry we should develop? Which industry department is worthy to giving priority to? how to promote the development of tertiary industry? Consequently the research on the choices of important industry department in tertiary industry has significant practical and academic meaning in promoting the structure of the tertiary industry and facilitating better development.Based on related theory about the choices of important industries, this paper put analysis on the existing condition and industry relevance of structure of tertiary industry of Chongqing. In the present analysis, there are profound descriptions on the tertiary industry and its various industry department of Chongqing from aspects of added-value structure, employment structure, productivity and investment structure. By utilizing the contribution degree and the advantageous index of economic and employment growth, the author have ranked all the tertiary industry department as the basis for selection, and selected out the key industry department which made a great contribution to economic and employment growth.In the chapter of characteristics of relevance on the industries, this article analysis the relevance properties of the three industries and between various sectors in tertiary industry in Chongqing in quantitative ways by using the direct consumption coefficients, intermediate demand rate and intermediate input demand rate and sensitivity and coefficient. There are three conclusions which draw out from above deductions: First, The level of correlation and socialization among the tree industries in the economic structure of Chongqing have shown low. Second, The tertiary industry in Chongqing should be propelled by demand growth which generated by the boom of economy. Finally, there are 6 industries we should put emphasis on such as: Financing, Real Estate, Transportation, Storage, Postal Services and so on.This final choice for the key industry, drawn from the analysis based on the relevance of industries, adding some special industry departments which not only made great contribution to the growth of economy and employment but also have potentials for sustainable development, basically form the conclusion about this paper. And there are some following suggestions about how to develop these key industries in the end of this paper.
