The Idea Of ​​export Verification System Reform

Research Background:the Verification and Writing-off System for Export has been found unsuitable for the development of international trade and the change of China's balance of payment. Both the administration authorities and the export entities have shared the common sense that the Verification and Writing-off System for Export should be reformed in order to facilitate the international trade. However, the existing verification system has been running for nearly 20 years, a bunch of administrative authorities have been involved, and many disputes and technical problems should be solved before the fundamental reform. Based on the consideration and his work experience, the author adopts comprehensive analyses to summarize the main problems existing in the Verification and Writing-off System for Export, probes the current condition of the international trade, and presents suggestions with the purpose to promote the healthy development of our country's international trade in goods.Structure:This paper consists of 3 chapters. Chapter 1 introduces our country's Verification and Writing-off System for Export, traces back the changes of the system and reveals the different characters in different periods. Chapter 2 comments briefly the positive functions of the Verification and Writing-off System for Export, and concludes the necessity and urgency of reform by analyzing the major problems and their root causes.
