As two typical types of organizational structure of human society, administrative organization and business organization have distinct differences. Nevertheless, at the point of motivating employees effectively and improving organizational efficiency the two have the same or similar goals.That is why, comparing with each other and learning from each other's strengths, improving the incentive mechanism itself has a very important and realistic significance. Over the years, administrative organization always walks in the forefront of reform in the management of organizational practice, and also provides useful references as organizational behavior, management science for the development of numerous new ideas and examples.Looking at the world, the current national management approach adopted by the Government were impacted by business organizations to some extent, many management tools and methods are from business organizations, are directly used or slightly different. Administrative organization absorbed and learned from the experience of organization and methods constantly to improve itself, which also makes administrative organization of the incentive mechanism has the potential to be learned. In the meanwhile, the administrative organization has a long history as a traditional form of organization, incentive mechanisms in a series of characteristics such as integrity, rigor, stability etc., is precisely the business organization of these gaps and needs for reference. Through study the both characteristics and merits as the basis for reference and perfect, will be helpful to improve the incentive mechanism the efficiency of these two organizations. The article start with overview of organizational incentives, then summarized the administrative organization and organizational incentives of content; analysis of their problems and the cause of the problems; On the basis of comparative analysis of administrative organization and organizational incentives for similarities and differences, discover the reasons for differences in depth; Finally, the learning content and learning from each other to avoid lessons.
