The 21st century is a century of oceans, islands as the outpost and base of marine development have excellent geographical location and unique strategic position. The resources of the island are a great treasure house. The island and its surrounding waters are rich in aquatic resources, mineral resources, and marine space resources. Moreover, the island as a tourism resource also has unique advantages, and the development prospect is broad. However, the island, because of its special historical reasons and geographical factors, is also facing various difficulties in the development of the tourism industry. Some basic investigations and studies associated with island development have carried out gradually, and certain results and consensus have achieved. However, research on the sustainable development of island tourism by foreign and domestic experts and scholars is limited, accurate assessment of the level of sustainable island tourism can not be made, and relevant policies can not be form conductively.In this paper, firstly, the background and significance of the paper are described; and then the concept, types, and attributes of the island are introduced; finally, the characteristics of island tourism and factors associated with sustainable island tourism are set forth for policy proposals. The paper introduced the theory and method of the Tourist Ecological Footprint model. The tourist ecological footprint method and calculation model are introduced, highlighting the traffic ecological footprint mode of island tourism, the accommodation ecological footprint model of island tourism, the shopping ecological footprint model of island tourism, island tourism, the accommodation ecological footprint model of island tourism, the sightseeing ecological footprint model of island tourism, the entertainment ecological footprint model of island tourism and the garbage treatment ecological footprint model of island tourism.As empirical Analysis, the status of the island tourism of Daishan County is explored, Zhejiang Province based of ecological footprint method. Firstly, the basic situation of Daishan County, Zhejiang Province is introduced; and then Daishan County tourism ecological footprint, the local footprint, and the ecological carrying capacity were calculated. The results show that the ecological footprint of Daishan tourism is 5794.7981hm2; the local ecological footprint is 124182.0745hm2; the total ecological footprint 129976.8726hm2; the ecological carrying capacity of Daishan County is 153580.8281hm2. So we can conclude that the state of tourism of Daishan County sustainable. Finally, the ecological footprint of other tourist destinations is compared with Daishan.On this basis, this paper puts proposals policy making on sustainable development for the island tourism, according to the factors affecting sustainable development of island tourism, from the perspective of government management, tourism enterprises and practitioners, tourists, and the island residents. In the end, the main research findings of this paper are summarized, and put forward a number of issues need to be further explored.
