The E-government Portal Website is the first platform of communication between the Government and the public, as well as a window that the Government applies information technology to management and service for the society according to the law. It is of important theoretical and practical significance to conduct research upon Portal Website satisfaction factors and propose effective measures to improve the government service satisfaction, to build a service-oriented government, and to raise public trust in the government.This paper takes the Portal Website of Qingdao Development Zone as the scope of study, identifying the Qingdao Development Zone-owned enterprises as the study object. The research tries to establish the model of the local Enterprises Satisfaction with the Qingdao Development Zone Portal website. According to data analysis, the paper identifies the satisfaction factors about which companies are concerned, and seeks the way to enhance local businesses satisfaction. At the same time, this article makes suggestions of how to improve services and enhance the efficiency of the government online service, and make recommendations for improvement.After a comprehensive summary of the theory of customer satisfaction and performance evaluation of government websites, together with comparison of the domestic and international customer satisfaction evaluation models and interviews with some companies and experts,this paper builds a measurement model for the Qingdao Development Zone Portal Website satisfaction. Considering the local situation at the present, following the analysis of the indicators, the article builds up the Qingdao Development Zone Portal Website satisfaction measurement index system and ultimately forms the business satisfaction questionnaire.With the software of SPSS and AMOS, factor and path analyses and other sophisticated statistical analysis techniques, the paper measures the current Qingdao Development Area enterprises satisfaction index, identifies the influencing factors, makes a proposal of how to improve the website satisfaction and a reference for the policy-making of Qingdao Development Zone. This study shows that enterprises and the public in Qingdao Development Zone are quite satisfied with Portal Website. The main factor that affects website satisfaction is the Perceived Value. In the future, Qingdao Development Zone Administration Committee should focus on the following aspects.First, upgrade the website on the basis of bewaring the public's needs, extend Web services, and supply all kinds of information timely. Offer customized service for the web users can access to the needed information by mobile phones, e-mail and other means.Second, build online approval system, improve service procedures, enhance the online service capability and level so that the public can really enjoy"one-stop"services.The third is to advertise the portal website through every kind of media and channels, guide public and businesses to make the correct Perceived Value, improve enterprise and public satisfaction with the website and attract more loyal customers.
