By knowledge economics coming and especially after China entered WTO, Chinese market competition becomes open international competition because of the picture of global economic unity. Under the econonics environment, Chinese enterprises only improve their management ability continually and can live in the rigorous competition condition. Achievement of knowledge economics origions from value, and human beings are basic power of creating value. It is fundamentality of achieving success to retain employees and stimulate their economics and creation.Human resources become the first important one for enterprises among all the resources as well as the most effective tool to obtain competitive advantage. As the core element of human resources management and development, employee's performance appraisal provides lots of vital information on HR decision-makings such as punishment and praise, promotion, training, dismissal and so on, and become a key and tough issue in modern human resources management.By the brief analysis for later theory of performance appraisal for premise, this article point out that there are many malpractices and erroneous zone in nowadays performance appraisal in our country and that performance appraisal should be based on job evaluation. We also Construct the system of performance appraisal factors which are classified foundation quality and Individual development quality. Future we point out the necessity and feasibility of effectiveness of performance appraisal. As real diagnosis, we point out that some electricity enterprise should implement comprehensive performance appraisal which is in view of its job evaluation which is to determine post wages.
