With the constant expansion of higher education, it is hard for the existing infrastructure of universities to meet the needs of its development. However, a serious shortage of funds is the main obstacle that limits the development of universities. Project financing is a new kind of financing mode, which provides a new channel to college building fund and links the construction of infrastructure facilities in universities closely with society resources. In this way it introduces a large number of private capitals into the university construction, which not only guarantees the rapid development of universities, but also makes full use of the social resources.By studying the relevant literatures domestically and abroad, this paper analyzes the basic theories of the Project Financing, its main modes as well as the application and operating procedures of various modes, to compare the strengths and weaknesses of modes; it also details the applicability of Project Financing mode in universities. With SWOT method, it dwells on the analysis of superiority, inferiority, opportunities and threats in the infrastructure building by Project Financing Mode. Meanwhile, the focus includes the contents of the concession agreement of the core file and the license operation. The transfer stage, currently lack of experience and operation methods, will be discussed in the paper. The corresponding mathematical mode established by application of fuzzy comprehensive evaluation method provides practical applications of the ideas and methods to this phase.In the end, it involves the decision analysis, feasibility analysis and risk analysis of the project financing. The documents and data come from the real case of H university that has built three student apartments by PFI mode and one student canteen by TOT mode.
