Under The New Situation, The Financial Management Of Agricultural Scientific Research Study

With the development of our country's socialist market economy, the building of new socialist countryside and a harmonious society, the technology system is gradually deepened. Thus agricultural research institutes face an even more severe situation and their mission becomes more hard:they take our country's major technological mission related to the overall situation, orientation, foundation, critical parts of the agricultural development in hand; while they also should adapt to the requirements of the development of the market economic as well as the demand of the reform of the technology system in our country, transforming technological achievements to serve for the economic development. At the present stage, the environment within and outside of the agricultural scientific research institution has changed greatly. In financial terms, our country accelerate the pace of reform, establish a public finance framework, imply government-procurement, departments-budget and treasury-payments system. In agricultural research units, funding situation has changed greatly.On the one hand, the investment to the research projects and condition-platform construction of our country has got a significant increase; on the other hand, the operating income of scientific research institution growing fast, the total revenue and expenditure of funds increase significantly. But over the same period, the investment our country put into recurrent expenses grow slowly but at the same time the expenditure of the recurrent expenses grow rather fast, and thus the conflict of the structural imbalance of the capital budget is prominency.Under the new situation, many new problems in the financial management of agricultural research institution arise, and it is very important to strengthen financial management. Based on the above, this article analyse the background, current situation and problems of the financial management of agricultural scientific research institution, then give the operation models and methods of the financial management of agricultural scientific institution under new situation, and thereout bring out strategies and recommendations to strengthen the financial management of agricultural scientific research institution. Finally, through the actual situation of the department I work in, expatiate the applyment of the operation models and methods of financial management of the agricultural research institutes in actual projects.
