The rapid development of modern service industry and the process of economic globalization highlight the growing importance of innovation. In the market environment and rapidly changing consumer preferences in modern society, service innovation capability is the key to win in economic competition. Tourism is an important component of the modern services sector. The various attributes and characteristics of services innovation is also the embodiment of tourism innovation, therefore the demand for services innovation also applies to tourism services. Tourism is an information-intensive industry, and information is the source of its vitality. Information technology has gradually penetrated into all aspects of the tourism industry. Modern network and mobile communications technology is representative of modern information technology, so it is essential to research on innovation of the tourism service based on modern network and mobile communications technology. Drawing on previous research findings of tourism services innovation, the paper puts forward to innovative ideas and methods, namely, fully interactive tourism service innovation concept, with modern advanced network technologies and mobile communications technology in order to making better tourism services to adapt to market demand, customer needs and requirements of the times. In this paper, the innovation starts from concept of tourism services, namely the Tourism Services3.0, that is, main concept of interaction between tourists and tourism service providers, based on "Web3.0" technologies and service platforms, transforming from one-way tourists services to enjoying the two-way interaction. Tourism information resources achieve a high degree of polymerization, and optimize the configuration. The paper puts forward to the construction of tourism service Web site, and how to use Web3.0 technologies, as well as the application of mobile communication technology. Also the paper analyzed advantages of tourism service 3.0 based on Web3.0 and mobile communication technology. Tourism Services 3.0 shows the characteristic of personalized travel services, to participate in the creation, configuration, optimization, customization and a high degree of precision the characteristics of integration. The article also details in travel services 3.0 site to expand the use of processes and features. At last the paper analyses the prospect of tourism service 3.0 from the promotion of tourism marketing and promotion of customer satisfaction. However, the concept of tourism services 3.0 is the concept of bold innovation, so the process of its realization will encounter different kinds of obstacles. So finally, the paper analyses the obstacles of society, the rule of law, ethics, technology, network security in the process of realizing tourism services 3.0.
