Promote Sme Cluster Development Policy Research

In nowadays, with the continuous development of the world economy, medium-sized and small enterprises, have already become the most active economic organization with the fastest developing speed of our country. They have played an extremely important role in the fields including promoting market innovation, commercial competition, transformation of scientific and technical result and absorbing employees etc. In recent years, cluster has already become the major cooperative mode of the medium-sized and small enterprises, and plays more important role.Proceeding from reality, this paper that was led by cluster theory combines qualitative analysis and quantitative analysis, situation analysis and prediction analysis together as its research method. It confirms essences and characteristics of cluster through summarizing the theoretical foundation and the development process of cluster of the medium-sized and small enterprises . It also summarizes the experience that can be used for Zhengzhou to develop clusters, through describing the current situation of clusters development at home and abroad. At last, this paper analysis advantages and disadvantages for Zhengzhou to develop clusters, and puts forward the strategic thinking, and measures of cluster development of the medium-sized and small enterprises.
