Sub-cbd Expanded Function

In this paper, based on straightening out the relevant research at home and abroad, the author analyzes Sub-CBDs formation and development experience of international city especially Tokyo Metropolitan and the dynamic mechanisms of Shanghai's CBD functional evolution and spatial expansion. The author selects Hongqiao Foreign Trade Center(HQFTC) which is the only Sub-CBD of Shanghai located outside the elevated inner ring road as study object and analyzes producer services and commerce functions of HQFTC. Finally, the author extracts some rational cognition of Sub-CBD function expansion.The author reaches the main conclusions of the study:(1) In the post-industrial society, spatial organizations of industry have become more complicated. Single-center model is difficult to support or even impede the normal operation of the economy in the metropolitan area. The development of modern rapid transit, information technology progress and accelerated suburbanization make the structure of metropolitan area become decentralization. Eccentric industrial activities are still seeking spatial agglomeration for the economies of scope and agglomeration. In the era of globalization and information, the spatial diffusion re-agglomeration of producer service form a number of Sub-CBDs, make the spatial structure of metropolitan area become multi-center.(2) The municipal government which is in order to promote functions of Sub-CBD should put a lot of attention and investment on Sub-CBD planning and construction, otherwise it is difficult to overcome the great attraction the core area of the city and become degraded. Every district builds its own CBD can not form the real center. The role of district government in the promotion of Sub-CBD functions is to develop efficient transport and other infrastructure facilities, to provide good public services. And also it can use indirect means, such as industrial policy to promote the development of producer service and commercial industry.(3) The CBD has advantages on development of the high-end producer services and high-end business. The function of Sub-CBD should be different from CBD. Sub-CBD should form a high degree agglomeration and relevancy producer services enterprise networks. The unique commercial function is also important for the development of Sub-CBD.(4)Sub-CBDs should form their own competitive advantage and development characteristics in order to make complementary competition with others and to optimize the overall CBD system.(5) Transport hub which could promote the producer services and commercial activities to gather around, is a necessary condition for expanding functions of Sub-CBD .Hongqiao Integrated Transport Hub shifts the focus of urban development to westward and promotes economic integration in the Yangtze River Delta(YRD). HQFTC gets a great opportunity. Improving traffic conditions, using comparative advantage of trade industry, servicing YRD are the main paths of expansion function.
