Lu'an City, East Of The City Sewage Treatment Plant Bot Project Financing Decision-making Analysis

Traditionally, the waste water treatment plant project is invested and built directly by government branch. But, along with the fastigium of waste water treatment plant implement, it will cause stress of fund lack when using national financial investment to carry out. Meanwhile, plenty of waste water treatment plants can not gain back investment at a long-term, due to system and management problem, which will cause worse national financial burden. In order to accommodate with the demand of national market economy development, the investment model of waste water treatment plant project gradually released from government straight investment and changed into project financing built model.This paper introduced conception, trait and frame of project financing, and pointed out the proper field and operation model of project financing. On the base of that, oneof the main project financing models--BOT model comes out. This paper indicatesthe trait, frame, process of implement, the status of application and foreground of development of BOT project financing model, which also demonstrated the necessity and feasibility of attracting private capital into waste water treatment plant investment using BOT financing model.On the base of that, the paper illustrates the main factor of project financing decision-making process at an investor point of view, using "LuAn Eastern Town Waste Water Treatment Plant" as an example. From the analysis of the example, the paper, combined with the fact of the investor, gives an available direction of BOT financing application decision-making which is emphasized on the financing strategy, based on the analysis of the project finance item calculation in detail, meanwhile focused on the possible risks and avoiding strategies.
