Hunan Modern Manufacturing Industry, Network Optimization. Chain Network Interaction Perspective

Modern manufacturing industry is the significant source for the development of national economy and the basis for a nation's international competitiveness. More than twenty years of reform and opening up, the manufacturing industry in Hunan Province had made great achievements. However, it is obvious that the gap between its strength and that in developed coastal areas is widening during the process of its own development. The keys to rejuvenating Hunan's Provincial economy in the new century are: grasping the opportunity that world manufacturing industry is shifting to developing countries, especially to China; consummating the industrial networks of modern manufacturing industry in Hunan; strengthening the exterior and interior relationship of each main behavioral subject of industrial net-works.The paper is based on many people's research of industrial networks, introducing and analyzing the basic theories of industrial networks optimization: global value chain theory and industrial innovation net-works theory. The paper points out the disadvantages of using one of the two theories and puts forward the theory of industrial networks optimization, which is the theory of chain and net interaction.Here, chain means global value chain, which is the exterior relationship of industrial networks; net means industrial innovation networks, that is, the interior relationship of industrial networks. Generally speaking, creating industrial innovation networks and inserting global value chain are auto-operating and mutually promoting. However, the mutual promoting is a long process. So, human-beings' interfering and the exterior and interior relationships of consummating industrial networks can accelerate the speed of industrial innovation networks' creation and global value chain's inserting. It also can optimize district industrial innovation ability and value acquirement ability, so as to optimize the district industrial competitiveness.Abased these theories, this paper uses empirical way to analyze the present conditions of modern manufacturing industrial networks in Hunan and then gives some advices to optimize modern manufacturing industrial networks in Hunan.
