The Dutch Health Insurance System And Its Reform (preliminary)

Health care system which relates to everyone's helath and society's harmony and stabilization, is an important part of the whole social security system. Nowdasy, every country has established health care system, which is adapted to situation and custom of that country. Of these countries, Netherlands has its own characteristics.The characteristic of health care system in Netherlands is its health insurance which belongs to social medical insurance but is implemented by private insurance company in order to improve its efficiency. This measure is part of the reform which is carried out in 2006. Beforoe 2006, health insurance in Netherlands is very complicated, which has many types, and is divided by groups of people. Now, every Dutch citizen is forced to pick up one private insurance company by his own selection, and can select another company if he is not satisfied with the previous one. The premium is fixed also. On the other hand, Insurance companies should compete with each other in order to attract customers, and is obiliged to accept every application, irrespective of personal characteristics, and subject to the same conditions. Also, they need to negociate with care suppliers by the aim of high quality and low cost, and cut down its running cost, then they can earn profit.Besides with health insurance, Netherlands also has Exceptional Medical Expenses scheme wich covers those with serious long-term sicknesses or disorders, and some other social welfare projects as supplement. All these scheme have constrcuced an security net which applis to all people.Dutch health care system is a mixture of NHS in British and Social Insurance in Germany, and has the merit of wide protection and low fiscal burden. As a couclution, Dutch health care system keeps a good balance between equity and efficiency.Dutch health care system is so special and good, but it is a pity that there are only a few researches done in China. I devote myself to the exploration, and hope to give my reflection and advice of Chinese medical reform.I begin this thesis with introduction of the economic and social background of Netherlands, then give a full review of the status quo of this system. After doing that, I point out the existing problems of Dutch health care system, and discuss the reason of these problems through many aspects, such as politics, economics, sociology. Then I touch the reform, concerning its target, measure, and path, and so give my evaluation through actual data. Finally I relect the medical reform in our country and give my opion on how to carry out the reform more effectively.
