Study Of Social Insurance Policies In Informal Employment

As social economic development and labor market improvement has marked a great progress, the sufficient flow of labor becomes a key factor in optimizing human resource allocation and making economic achievement. China's informal sector employment has obtained a greater development as an important part of the floating labor. Meanwhile, the social insurance problem of informal sector employment gradually appeared, which is contrary to the country's labor security development. The problems show the unfairness and imperfect of the social insurance system, and disturb the health development of the informal sector employment, which is an important part of the social employment.Based on the summarization of relative domestic theory research, this study selects a survey of social insurance state on the informal sector employee group in Beijing as special case, and analyses the feature and condition in the informal sector employment. Though the comparison of the social insurance policies in informal sector employment among Beijing, Shanghai and other domestic cities, the study discusses the different social insurance implementation in informal employment, and recommends driving a transitional social insurance system for informal sector employees.This study argues that the informal sector employee group has the equal right to share the social security as the country citizens. It's necessary to drive the building of transitional mechanism to set up the fourth social insurance system, together with the system of urban workers old-age security, new rural social security and state organs and institutions old-age security. This study argues that the building of the transitional mechanism should be in line with four principals: unifying the definition of informal sector employees, improving comprehensive arrangement, setting individual as the subject of social insurance payment, finding the way to improve the transition and junction, which can be achieved by reducing the rate of payment, taking various payment ways, helping the individual join in the medical insurance and employment insurance, etc. finally, the study put forward several measures on how to build the transitional mechanism.
