In recent years,with the deepening of China's reform and opening up,contradiction in employment structure is more and more prominent,new employment growth,the transfer of surplus rural labor employment and economic restructuring, re-employment of unemployed persons are intertwined with the conflict,making the employment problem has become more complex and difficult,in this context,as the most backward economy in Jiangsu Province,a huge rural population to cities - Suqian City,it needs to solve the problem of employment of rural labor has become increasingly difficult,if able to handle this problem,the city's economic and social development of Jiangsu Province and the realization of a comprehensive well-off has important practical significance and far-reaching historical significance.In this paper,it starts in the employment structure of rural labor force of Suqian,by using institutional change theories,the industrial structure theory and labor migration theory in complex,basised on analyzing evolution of employment structure of rural labor force of Suqian employment successional variation process in the foundation,has discussed the mechanism in which the employment structure of rural labor force of Suqian evolves from three perspective of the system vicissitude,the industrial structure and individual employment chooses and three method of structure analysis,the comparative analysis and the model analysis.In this paper,the use of structural analysis also revealed the evolution of employment structure in rural areas of Suqian brought about by the positive effects and negative effects,and Suqian optimized the structure of employment of rural labor to expand the positive effects and reduce the negative effects of the countermeasures and proposals.In this paper,we show that:In Suqian City,the employment structure of rural labor and industrial structure exist deviation;the evolution of employment structure in rural areas has brought the positive effect economic of development and income of farmers and pressure negative effect of a lack of talent in rural areas and the quality of rural education and Increasing pressure on urban employment;the rural labor force employed in the personal choice of preference for non-agricultural industries,but the transfer to non-agricultural industries,farmers own human capital and social capital, the more obvious constraints.For problems in the structure of rural labor employment of Suqian,this article from the institutional change,industrial structure,employment options for the individual points of the corresponding responses:First,to speed up the system of employment-related innovations,including the further flow of rural labor force to break the barriers to the dual system the establishment of a unified urban and rural areas of the employment service system and promoting the reform of rural education,and so on;The second is to optimize the industrial structure in urban and rural areas,focus on the development of cities in the secondary and tertiary industries at the same time,vigorously develop the rural collective economic and non-public ownership economy,and promoting rural economic structure adjustment,and to increase their employment;The third is to improve the quality of the rural labor force,and give full play to the government,enterprises,social institutions and the role of the principal farmers,for farmers to increase investment in education and training,improving their employment and entrepreneurial capacity.
