Pharmaceutical industry is one of the fastest-growing sectors of China's national economy, and has obtained great attention from Chinese government. Innovation of medicine technology also becomes the important content of many national programs like State "863" Program, Scientific and Technological Program, Torch Program, Natural Science Foundation of China and other major technological and industrial development programs. With China's accession to WTO and acceleration of global economic integration, further expansion of pharmaceutical market and more foreign investment into China's pharmaceutical market make competition much fiercer, which leads to tremendous changes in competitive model of the medicine market.Over the years, as the scale and quality of Taizhou pharmaceutical industry has been enhanced gradually, and the contribution it has been made is increasingly improved, Taizhou has become a big city of medicine in Jiangsu Province. However, the developed countries are occupying the greatest proportion in the global pharmaceutical market, and many Western multinational companies around the world have monopolized the essential technologies of modern medicine, leading the development of the global pharmaceutical industry. Moreover, the industrial concentration and the market monopolization will not be changed in the short term. The competition becomes fierce. Between Chinese regions like Shandong, Zhejiang, Shanghai and other provinces and cities around Jiangsu province, where governments make great support to the pharmaceutical industry. In the light of increasing competition around international and domestic markets, it is vital for Taizhou pharmaceutical industry to make sure how to achieve faster development of clusters. Thus, studying competitiveness of Taizhou pharmaceutical industry clusters, finding the key factors in its development, and exploring a scientific way to enhance its competitiveness are of great significance for maintaining existing advantages, achieving the healthy development of industries, and as well improving the overall level of development of Taizhou economy.Based on the theory of formation mechanism in the competitiveness of industry cluster, this study has carried out a SWOT analysis on Taizhou pharmaceutical industry cluster, setting up a system for evaluation of pharmaceutical industry cluster competitiveness in line, and making a synthesize evaluation for Taizhou pharmaceutical industry cluster competitiveness by using the method of the linear comprehensive evaluation. This study has deeply analyzed the advantages and disadvantages of Taizhou pharmaceutical industry clusters, revealed the key factors to enhance competitiveness, and finally given suggestions for the polices to promote Taizhou pharmaceutical industry competitiveness clusters.Through the research, we come to the conclusion: Taizhou pharmaceutical industry clusters are more competitive, leading a nationwide level. The advantage factors are list at the following: they have such a stronger cluster operating ability that all enterprises are dominant; they have a well-developed marketing system so that their cluster competitiveness is a little stronger; they have made greater contributions that the government has given full support to them. The key factors that restrict the competitiveness of Taizhou Medicine industrial clusters are as follows: the impact of groups thought and the imperfect cluster innovation system; the cluster enterprises do not have a strong sense of competition and they are lack of cooperation; the low level of the regional economy and poor environment for clusters'development.Based on the conclusions above, the author puts forward specific proposals: to improve the innovation system of Taizhou pharmaceutical industry clusters to highlight the leading enterprise, and advance their research and development capabilities; to strengthen the construction of the technological infrastructure so as to meet everyone's demand; make full use of social resources to promote research cooperation between the middle class. In order to rise the awareness of Taizhou pharmaceutical enterprise clusters, we can work together to enhance the spirit of co-operation; we should make clear of corporate positioning and optimize products agencies; we also need to enhance communications and collaborations between one another to reduce the cost of the cluster. To optimize the environment of Taizhou pharmaceutical industry, we can build service-support system and establish the information-sharing mechanisms, and we can also build cluster infrastructure and strengthen market supervision to avoid disorderly competition.
