Therefore, it is necessary to analysis the position of the city's economic function of Hailaer , to find out in line with the current macroeconomic policies and the concrete practice of Hailar, which can give full play to the comparative advantage of the economic development model and industry-oriented, so that the economic development of Hailaer can get a large level and to be a regional economic center.In this paper, I will focus on urban economic functions Hailaer, from the urban economic functions of the universal law of approach, analize the urban economic functions of the constituent elements, and optimize the approach and basic principles. From the practical situation of Hailar, using both empirical research and normative analysis, quantitative analysis and qualitative analysis, dynamic analysis and static analysis of a combination of methods, to analize the city of Hailar economic fundamentals, the economic structure and development trend, put forward the economic functions of cities Hailaer goals and countermeasures.This article focuses on the functions of the urban economy Hailaer objectives and measures .
