| Independent power producer, as the supplier of electric power, has various unique features that are different from other common enterprises, its speciality lies in own particularity and in the process of power production, trade, consumption, service and etc. With the further development and deepening of Chinese electric power system reform, the restructuring of electric power enterprises has started comprehensively. How to ensure success in the keen competition of markets for an independent power producer and further more to keep the competitive advantage is one of the main issues for the investors and the managers, among which the study on core competitiveness plays a very important role.The research levels and elements in core competitiveness involve almost every aspects of enterprise management. This paper gives an analysis and study from both the enterprise external environment and internal resource ability. The PEST analysis is applied in the external environment and started from the politics, economics, nature and technology. The internal resource analysis is the focus of this paper and the SWOT method is applied in the following three levels and 21 elements so as to do the study and analysis from the enterprise advantage, disadvantage and opportunity.Basic level is considered to be the first level, mainly providing a strong basis and necessary guarantee for the core competitiveness. Enterprise culture, idea, value, image, innovation, characteristics, human resources and information are included in this level.Carrier level is considered to be the second level, mainly supporting the formation of core competitiveness and its platform effect performance. Enterprise structure, scale, mechanism, strategy, brand, relationship and system are included in this level.Transformation level is considered to be the third level. It mainly includes the materialization and realization of the core competitiveness. Enterprise service, quality, cost, marketing, technology and competence are included in this level.Considering its uniqueness in the production and operation, the decisive factor of the competitiveness of independent power producer and its concrete manifestations will be measured by cost index, efficiency index, service and market share. These four aspects straightly reflects the competitiveness of an independent power producer, besides their influence towards the basic level and carrier level, they influence the index in transformative level the most.This paper shall provide an evaluation model for the competitiveness of X electric power enterprise, calculate and analyze the index proportion formed by all the effecting elements, the conclusion shall be applied in the power grid of southern Hebei Province, North China Grid and even larger grid. The evaluation results shall be analyzed so as to put forward suggestions and measures to improve core competitiveness of the X electricpower enterprise. |
