Eu Rail Transport Industry Market Integration Research

With the economic and social development,the process of European integration is accelerating,from the original six member states to the present 27 Member States. The European Union developed their own strength and at the same time,the economic development of member countries also played to promote the role of economic development in the world whose effects can not be ignored.Economic development can not be separated from the co-ordination of the transport industry,.The EU transport industry has many questions,such as in the 20th century after the beginning 90's increasingly significant imbalance in the development of transport,traffic congestion,environmental pollution,etc.The EU transport industry is seriously restricting the economic and social development,and have to resolve now.The railway, as a cleaner energy transport status,has been more and more diverted,which caused the European Commission's attention to start progressive implementation of the EU integration process in the railway transport in order to achieve optimal allocation of resources,the promotion of healthy and harmonious development of society.In 1990's,the EU launched specifically law 91/440 and other relevant EU Railway Reform Act to require the Member States toseparate its own rail infrastructure and operations department to achieve "network separation".Meanwhile the European plans to construct TEN-T,implement the cross-boundary transport license issuance system for locomotive drivers to implement common EU accreditation,in order to get the free movement of rail transport within the EU.Funds as both the structure funds and the polymerization funds play a role,and also the private sector funds are going to be introducted to develop the railway construction.At the same time,strengthening the cooperation with UIC and other international organizations to give full play to the EU as a whole railway role.But the EU integration process in the railway transport is not to be completed shortly, facing a variety of complex problems as a united organization,faced in the technological transformation problem in a long time,and the EU's eastward expansion adds to regional differences,increasing the difficulty of integration.Nevertheless,the EU and its member states are still spare no effort to tie in with the promotion of rail transport integration process,especially in the past 10 years,significantly speeding up the process.According to the EU plan,the basic 2020 can achieve integration.This paper attempts from both aspects of the EU and its member states to analyze the integration policy formulation and its implementation.The first chapter analyzes the reserch background;The second chapter analyzes the integration theory in the European railway transport;the third chapter introduces the the evolution of EU railway transport integration policy;the forth chapter analyzes the EU and member states' contributions and achievements of the implementation of the policy;the fifth chapter analyzes existing problems in the EU railway transport integration process;at the end of the relevant conclusions and recommendations.
