The problem of small cities attracting talent is human resource research's key point and difficulty. As small cities economic, environmental factors, the attraction of talent is poor, and compare with big cities ,the difference is big in regard to attract talent, but excellent talent of small cities enterprises has a decisive role, so it becomes a key research topic that studying the small cities mobile enterprise talent attraction.Take encouragement theory and talent theory as foundations, firstly, it defines small cities and talent, summers up the experience of attracting talent at home and abroad. Secondly, it takes Sichuan Mobile ZB branch as an example, classifies the present situation of small cites of mobile talent management, then elaborates existing problems and classifies reasons. Then it points out opportunities and threats, strengths and weaknesses of ZB branch attracting talent. Finally, it point out implement countermeasures of talent attraction and talent encouragement.The findings indicate that, ZB branch has taken some measures in talent attraction and talent encouragement, but implement effect is little, the problem is big, it shows economic development, talent management, talent encouragement and human resources evaluation, the main reasons including social environmental factors, business factors and personal factors, it has opportunities and advantages, threats and disadvantages. Therefore, ZB branch should make efforts to take relevant measures about introducing talent and enterprises to attract talent. Through an effective incentive mechanism, make more efforts in the opening of talent and retain talent, take appropriate encourage measures , pay attention to the development , make maximum to improve in Sichuan Mobile ZB branch personnel shortage.
